The powder of high-density PE having a melt index of 0.01-0.4 and a density of 0.94-0.96 is subjected to an aq. suspension chlorination treatment at a sintering temperature of PE so as not to leave PE crystals intact as much as possible, until the chlorine content of PE becomes 30-50wt%. 50-90pts.wt. chlorinated low-density PE powder and 50- 10pts.wt. chlorinated high-density PE powder are mixed together to obtain the desired compsn.
