Zusammenfassung:	PROBLEM TO BE SOLVED: To escape the illegal issue and use of a card by judging whether or not the detected position of a vehicle is included in the range of an operation route, and eliminating a card processing program when it is not included. SOLUTION: An operation route setting key and a ten key are operated so that an operation route can be temporarily set, and an operation route certification key is operated so that the operation route can be certified. When the operation of a bus is started, the present position of a bus is detected by a satellite navigation system(GPS) 5. The present position of the bus is collated with the certified operation route, and when the present position is included in the range of the operation route, information indicating normality is transmitted to an entrance card processor 1 and an exit card processor 2. The entrance card processor 1 and the exit card processor 2 which receive the information indicating normality continue a normal processing. Also, the entrance card processor 1 and the exit card processor 2 which receive the information indicating abnormality immediately eliminate a card processing program in the RAM.
