PROBLEM TO BE SOLVED: To efficiently bond and fix a screen on a winding pipe and a plate without using an auxiliary material such as a pressure sensitive adhesive double coated tape by providing the screen and the winding pipe made of a steel pipe covered with thermoplastic resin and welding an upper fringe part of the screen on the winding pipe. SOLUTION: An upper fringe part of a screen 1 is applied along a generating line of an outer peripheral face of a winding pipe 3 made of a steel pipe covered with polyvinyl chloride, and a head of a high frequency welding device is arranged on the screen 1 at one end of the winding pipe 3. Either of the winding pipe 3 and the head of the high frequency welding device is moved in the axial direction, and high frequencies are intermittently applied on the high frequency welding device to melt the covered resin of the winding pipe 3 to bond it on the upper fringe part of the screen 1. Consequently, welded parts 2 on which the winding pipe 3 is fixed are arranged in a row at a fixed interval in the direction of screen width in the upper fringe part of the screen 1 attached to the winding pipe 3.
