Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain an antiseptic agent excellent in stability and solubility by amine treatment of a polyhydric alcohol solution of a lichen extract. SOLUTION: This antiseptic agent is obtained by amine treatment of a lichen extract afforded by subjecting a lichen (part or the whole of Usnea barbata plant body) to extraction with a solvent (e.g. ethanol) with e.g. 2-amino-2- hydroxymethyl-1,3-propanediol. In the antiseptic agent, the concentration of the above lichen extract is pref. 1-20 wt.%, and that of the amine pref. 0.1-10 wt.%. The other objective cosmetic having high antiseptic effect against Gram- negative bacteria as well as Gram-positive bacteria is obtained by including 0.001-10 wt.% of the above antiseptic agent.
