Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a process for preparing a foaming high-viscosity liquid capable of efficiently eliminating foams in preparing a foaming high-viscosity liquid in a vacuum emulsifying apparatus, etc. SOLUTION: In preparing a surfactant-containing, foaming high-viscosity liquid having a viscosity of not lower than 1 Pa.s, each component such as a surfactant is mixed and dispersed under atmospheric pressure at a temperature such that the viscosity of the mixed solution after mixing and dispersing each component constituting the foaming high-viscosity liquid comes to be not higher than 1 Pa.s. Defoaming is conducted by repeating, plural times, a vacuum operation of vacuuming the stirring tank to a predetermined degree of vacuum and an operation of returning said degree of vacuum to atmospheric pressure at a temperature such that the viscosity of the mixed solution comes to be not higher than 1 Pa.s.
