Zusammenfassung:PROBLEM TO BE SOLVED: To enhance communication efficiency by dividing a data received by a mobile body through a communication line into blocks and affixing a block number and the a data number to each block thereby providing a simple communication monitoring function. SOLUTION: IDs are compared between a mobile body and a fixed station and if they match each other, information of the total number of blocks DU and the total number of data DN is picked up from the first block and stored in a memory. When reception of all blocks 1-N is finished, it is notified to an assist center by delivering a signal. When reception of all blocks is not yet finished, the block number D1a-DNa and the data number D1b-DNb of each block are stored in the memory. When a decision is made that the block order of a data from the assist center is correct and receiving error is not present, the data D1c-DNc of route, or the like, is stored in the memory except the number of each transmitted bits D1b-DNb and the current block number is stored in the memory as a correctly received block number.
