Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an ocean environment control plant capable of improving the environment of the ocean by installing a refuse incinerating facility on the sea without giving a large effect to the environment, and improving the environment of the ocean with the energy obtained by refuse incineration. SOLUTION: Refuse incinerating facilities 1 with a soft landing type structure are installed in a coastal sea area, submerged breakwaters 2 are extended from the refuse incinerating facilities 1, a refuse accumulating facility 3 is installed on the beach side, and the refuse incinerating facilities 1 and the refuse accumulating facility 3 are connected by refuse transfer force-feed pipes 4. The refuse incinerating facilities 1 are provided with heat exchangers and power generators, the heat exchangers are provided with seawater intake sections 7 and discharge sections 8, and hot water is fed into the sea from the discharge sections 8.
