Zusammenfassung:	PROBLEM TO BE SOLVED: To remove oxide scales even if they are difficult in peelability by overlapping high-pressure water from nozzles adjacent to each other in a carrying direction of a steel plate, and setting a header to be turnable around its axis. SOLUTION: Each header 2 is extended in the width direction of a steel plate 1, and each header 2 is provided with plural nozzles 3 arranged along the width direction of the steel plate. The axes of these arranged nozzles 3 are alternately set so that the nozzles 3 adjacent to each other are alternately inclined in opposite directions by inverting the jet angle θ to the positive/ negative vale with the leading jet from one nozzle 3 and the following jet from the other nozzle 3. The header 2 on which the nozzles 3 are arranged is turnable around the center O of the header, and the impact of an outlet side spray is surely propagated to the steel plate since a stored water is not interfered with a high-pressure water 4.
