Zusammenfassung:	PROBLEM TO BE SOLVED: To provide the information recording and reproducing device that employs a high efficiency coding method and can control and edit an image in the unit of frames. SOLUTION: From the head till an S1 frame of a 1st packet and from an S3 till the end of a 3rd packet shown hatched in the figure are not displayed, that is, it is decided that 'data exist but no displayed for the user'. When a system control section receives this designation at reproduction, the control section gives data to an image compression expanding section as usual, but the control section stops or freezes an output of an image input output section for this period so that no image spears for this period finally. A display output is limited and edited in the unit of frames for a head and an end part of a track on which information is recorded.
