Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a binding band having electricity controllability and flame resistance by interweaving an electricity control thread in at least one of a Hook-and-Loop fastener tape, and applying flame proof finishing to at least one of the Hook-and-Loop fastener tape. SOLUTION: A binding band 1 is obtained by sticking a projecting surface tape 2 and a recessed surface tape 3 of a Hook-and-Loop fastener to each other. An electricity control thread is inter-woven in either the tape 2 or the tape 3 to apply electricity controllability to the binding band 1. An electricity control fiber, a conductive fiber or a metal fiber is used as an electricity control thread. An inorganic flame resisting agent, an organic flame resisting agent or the like is cited as a flame resisting agent used for applying flame resistance, and among these, phosphorous or halogenous agent is preferably used. It is sufficient to perform flame-proof finishing for at least one of the projecting surface tape 2 and the recessed surface tape 3, but it is preferable to perform such finishing for both tapes.
