PROBLEM TO BE SOLVED: To facilitate the assembling of a valve element, the connection of a hydraulic hose and the maintenance of a control valve by protruding the upper section of the control valve of a hydraulic apparatus higher than a swivel base on the swivel base rotated around the vertical axis on a travel device. SOLUTION: The layout space of a control valve 35 above a swivel base 4 is covered with a cover body 34, and the control valve 35 and a hydraulic fluid tank 31 are stored in the cover body 34. The front lower end side of the cover body 34 is made openable and rotatable around the lateral axis on the upper side of the swivel base 4 by hinges. The cover body 34 is rotated around the pivotal axis of the hinges and opened, and the layout space of the control valve 35 and the hydraulic fluid tank 31 above the swivel base 4 is opened. The swivel base 4 can be removed when the cover body 34 is slid outward in the lateral direction, and a side wall is arranged removably from the frame of the skeleton structure of the swivel base 4. The maintenance of the control valve 35 and the front side and lower side of the control valve 35 can be easily made in the wide space.
