Zusammenfassung:PROBLEM TO BE SOLVED: To provide a mechanism for guaranteeing the control signal communication route of a simplex low-order device and the controller of an active system even in the case of removing the package of one of duplex controllers. SOLUTION: In this duplex mechanism of the controller of a system in which the controllers of the active system and a standby system and one or more low-order devices controlled by the controllers are housed in a unit shelf and a bus for transmitting and receiving plural control signals between both devices is housed in a back wiring board inside the unit shelf, the controllers 1 and 2 of both active system and standby system are provided with confounding circuits 8 and 9 to the buses 3 and 4 of both systems and the respective controllers perform control to the low-order devices of either system through the back wiring board 10. It is desirable that the controllers of both systems are provided with a bus selection circuit, the control signals are sent out from the controller 2 of the active system to the buses of both systems by the instruction of the bus selection circuit and the control signals are not sent out from the controller 1 of the standby system to the bus of either system.
