SOLUTION: An upper mold having an upper mold side end part arranging groove 42 and an upper mold terminal arranging groove 43 both of which are used for the insertion of the side end part and terminal part of a hoop material and equipped with the upper mold product forming part 44 positioned on the upper surface of a lower mold product forming part is constituted to develop effect hard to deform the terminal part of the hoop material.
