PROBLEM TO BE SOLVED: To save power consumption by closing a switch in an OFF state to allow a CS digital circuit to store additional data stored tentatively and then turning off the switch. SOLUTION: In the case that a CS power switch 34 is open, when a DEMUX circuit 5 receives additional data, the circuit 5 gives the data to a system controller 20. The system controller 20 stores tentatively qualification provision data or message data to a memory 21, closes the CS power switch 34 to feed the additional data stored tentatively to a CS digital circuit 6. When the additional data are the qualification provision data, the CS digital circuit 6 stores the data to an IC card 7, and when the additional data are the message data, the CS digital circuit 6 descrambles the data and stores the resulting data to a memory 8. Receiving an end notice, the system controller 20 turns off the CS power switch 34.
