PROBLEM TO BE SOLVED: To enable an electric in a range enough to surely keep a withstand voltage in discharging of a high voltage and reset of an electronic circuit by comprising delay means for providing a specified delay time before reset after discharging of specified voltage in the circuit having an element to which specified voltage is applied during operating. SOLUTION: After programs for the write, erase, etc., end, a logic circuit 2 sets an enable signal ENB to high level, a high voltage power circuit 1 discharges a high voltage from a level shifter circuit from a voltage Vpp to 5 V, and a delay means changes a signal RSTB from high level to low level after a time tb enough to discharge lapsed. The range for keeping a withstand voltage of a transistor 7 is not exceeded. The delay means directly detects the voltage Vpp to provide a delay time and the signal RSTVB can be changed after the discharge.
