Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a traffic abnormality detecting device for switching and receiving a video signal, and for improving the detection of the abnormal phenomenon of vehicle traffic. SOLUTION: This device is provided with a video switcher 6 for receiving the video signals of plural monitor cameras for photographing a road, and outputting at least one of those video signals, and switching the video signal to be outputted, and a controller 7 having a function for controlling the switching of the video signal to be outputted from the video switcher 6 for receiving the video signal outputted from the video switcher 6, detecting the traffic state of the road by a picture processing, and changing the switching time of the video signal according to the detected result.
