PROBLEM TO BE SOLVED: To provide the video transmitter where optional video connection is available even when video input devices in excess of the number of channel resources possessed by a transmission medium are installed. SOLUTION: A video transmission state storage means corresponding to each of video input means 101 (101-1-101-n) possesses virtually channel resources whose number is equal to the number of video output means 103 to which the video input means make video connection. In the case that the video output means 103 (103-1-103-n) switch the connection to the other video input means 101, the possessed channel resource is given to the video input means 101 being a switching target to attain optional video connection with the same number of channel resources. Thus, the channel resource of a transmission medium is managed intensively by a video connection management device to assign dynamically the channel resource, and the video input means 101 and the video output means 103 make video connection by the assigned channel resource. Moreover, pluralities of the video transmitters or the video receivers manage the channel resources of the transmission medium dispersively so that the video input means and the video output means can make video connection through the assigned channel resources.
