MOBILE COMMUNICATION SYSTEM AND ITS RADIO CONTROLLER

PROBLEM TO BE SOLVED: To enable all originating/call incoming related to a mobile station belonging to a communication network, even in the state that the communication network or base stations belonging to the communication network have a high traffic and cannot establish communication. SOLUTION: A radio controller 1 identifies an enterprise of a public network receiving an incoming call and discriminates whether or not the traffic of a base station of the identified enterprise exceeds a specified traffic. In the case that the traffic of the base station of the identified enterprise exceeds the specified traffic, the radio controller 1 performs incoming call processing, via a base station of other enterprise whose traffic does not exceed the specified traffic. Furthermore, when the traffic of any base station exceeds the specified traffic, the radio controller 1 reports it to mobile stations belonging to the public network of the base station and the mobile station receiving the notice accesses a base station of other public network than its own public network and makes transmission to the accessed base station.
