Zusammenfassung:PROBLEM TO BE SOLVED: To utilize unused hot drain or waste cold efficiently for the heating and heat absorption of, especially, the soil for plant cultivation concerning a method and device for efficiently utilizing, at the place far away from a factory, the unused hot drain and waste cold discharged from the factory. SOLUTION: Waste hot heat or cold is reserved by heat exchange in heat- accumulating capsule-dispersed fluid, and it is transported by a heat insulating container, and heat is radiated or heat is absorbed when in use, and the heat- accumulating capsule-dispersed fluid after use is transferred to the waste hot heat or cold source prior to heat exchange. Such operation is repeated. Then, for the device to be used for it, the structure of the heat radiating part or the heat absorbing part when the heat-accumulating capsule-dispersed fluid is used comprises a heat insulating layer 9 made of waterproofed used paper, culture soil 7, and a heat insulating layer 10 made of waterproofed unwoven used paper 10.
