SOLUTION: In a file managing method of an IC card capable of storing plural files in a continuous memory area 410, each file consists of a directory part 300 and a data part 310 and has file construction to continuously arrange the directory part 300 and the data part 310 in the area 410, and in the case of generating files in the IC card, respective files area arranged by continuously allocating the files to the memory areas alternately from the uppermost or lower-most position of the memory area so as not to generate spaces.
