Zusammenfassung:	PROBLEM TO BE SOLVED: To provide packaging bag cutting device that makes an incision on a packaging bag for peeling off a packaging bag for packaging a cylindrical lump substance such as an artificial stick used for growing shiitake mushrooms. SOLUTION: While a cylindrical lump substance (a) wrapped up in a packaging bag (b) is carried with a carrying conveyer 1 constructed by attaching a pair of rotative rolls each equipped with a spiral projecting stripe 2a at its circumferential face to a base at an interval, a spiral incision is made at the packaging bag (b) packaging the cylindrical lump substance (a) extending from one end to the other end on the circumferential face of the packaging bag with a rotative edge 4 provided between both of the rotative rolls 2 and 2, and the packaging bag is changed into a beltlike form by the spiral incision and then the packaging bag can be removed easily from the cylindrical lump substance.
