Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent an RF chip from being damaged, reduce the use of rubber and improve the efficiency of reading work by attaching a mounting sheet made of fibers by joining only the periphery thereof to the rear side of a base material and storing the RF chip in a space between the rear side of the base material and the mounting sheet. SOLUTION: A mat base plate 2 is joined to the surface of a base material 1 made of a thin plate of synthetic rubber or a synthetic resin. A mounting sheet 3 is attached to the rear side 11 of the base material 1 with only the periphery 31 thereof joined to the rear side 11, and an RF chip 5 is stored in a space 4 between the rear side 11 and the mounting sheet 3. The mounting sheet 3 is made of a woven fabric made by coating nylon with nitrile-butadiene rubber. As the RF chip is provided outside the base material 1, even if the base material 1 is thin, the RF chip can be provided. In addition, as the RF chip is attached without processing the base material 1, work is easy and productivity is high.
