PROBLEM TO BE SOLVED: To direct the effect of a blurring correction function on a monitor display in a simulated manner by shifting a read position, alternately switching the shift between large and small quantities and reading an image to be shown on a monitor from an expanded image. SOLUTION: Serial communication is performed between an electronic zoom circuit 5 and a microcomputer 6. The microcomputer 6 sends a horizontal axial direction read position control signal which reads an image that is shown on a monitor in an image that is expanded by the circuit 5 to the circuit 5 and outputs a video signal of an image in a designated range with it. The microcomputer 6 has a program which periodically shifts a segmented image in the horizontal axial direction and outputs a control signal which alternately switches between the large and small shift quantities. Also, the microcomputer 6 periodically shifts a vertical axial direction read position, produces a vertical axial direction read position control signal that alternately switches between the large and small shift quantities with a vertical axial direction read control circuit 7 and makes it to be outputted. Blurring quantity of a video camera is measured with large shift quantity in these shift quantities.
