PROBLEM TO BE SOLVED: To eliminate the necessity of frequently throwing away gatherd water, and prevent generation of a putrid smell from water receiving cup storage water by arranging a highly water absorptive resin and an antibacterial agent in a bottom part of a water receiving cup to receive water gathered in a bottom part of a water receiver to receive water blown off by a jet wind. SOLUTION: When a water sticking hand is inserted into a recessed space 14 before a water receiver 4, a pressurizing fan starts to rotate, and air sucked in from a filter is pressurized, and is blown out downward and backward as a jet wind 15 from a blowout nozzle 6. Water sticking to hands by this jet wind 15 is blown off, and flows down by colliding with the water receiver 4, and this water drips on an antibacterial water absorptive sheet 10 in a water receiving cup 7 through a hole 9. It is sterilized by the action of an antibacterial agent simultaneously when it permeates into the whole sheet 10 by surface tension, and also rapidly evaporates by the ventilating action by a small hole 11. The antibacterial water absorptive sheet 10 is formed in the shape of being wrapped in by being sewn by sandwiching, for example, a highly water absorptive resin sheet by antibacterial agent impregnated cloth.
