Zusammenfassung:PROBLEM TO BE SOLVED: To improve a frequency characteristic and a leakage current characteristic by forming a dielectric oxide film layer on the surface of an anode body composed of a valve action metal by sandwiching a resist layer, forming a solid electrolytic layer on the dielectric oxide film layer and forming a solid electrolytic layer, which contains conductive powder, on the solid electrolytic layer. SOLUTION: A resist layer 14 is formed on the surface of a board-shaped anode body 11 composed of a valve action metal, excluding both edge portions. An cathode extraction part 13a is formed on the surface of the body 11 at one edge by sandwiching the resist layer 14. In the same manner, a dielectric oxide film layer 16 is formed at the other edge by sandwiching the resist layer 14. After coating the dielectric oxide film layer 16 with a liquid phase chemical oxidation polymer or solvent soluble polymer with a solvent, the solvent is removed and a solid electrolytic layer composed of a conductive polymeric layer is formed. On the solid electrolytic layer, a solid electrolytic layer composed of a conductive polymer containing conductive powder is formed by liquid phase chemical oxidation polymerization. Then, a cathode extraction layer is provided thereon.
