Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a treatment agent for paper that is effective for giving dimensional stability without liberation of formaldehyde by admixing a water- based urethane polymer resulting from the reaction of an aliphatic polyisocyanate and a specific polyether mono-ol. SOLUTION: An aliphatic polyisocyanate as 2,5- and/or 2,6- diisocyanatomethylbicicylo[2.2.1]heptane is allowed to react with a polyether mono-ol of the formula (R is H or methyl; R is a 1-8C hydrocarbon and n is an integer of 3 or more) to prepare a water-based urethane polymer. The resultant urethane polymer is used in an amount of 0.1-25 wt.%, preferably 1-10 wt.% on the solid basis to prepare the objective treatment agent for paper. This treatment agent for paper is internally added to the wood pulp or externally added to the web and adhered thereto by post heat treatment.
