SURFACE TREATING DEVICE

PROBLEM TO BE SOLVED: To provide a surface treating device and treating system for a vessel bottom plate, wall surface, or the like which device excels in washing efficiency and by which device working environment in a tank is improved and in which device waste washing fluid can be effectively recycled when treating the inner bottom surface and wall surface of a closed vessel of large capacity such as a petroleum product storage tank. SOLUTION: This surface treating device has a nozzle 1 for jetting washing fluid from a moving body to a treated surface to be washed. It is also provided with a splash scattering preventive skirt part 2 having such constitution that fluid is not diffused in directions other than the jetting one, its end peripheral part is contacted with the surface to be treated, and its side face can be bent in the up and down directions, and a brush member 4 in the lower end contact part of the skirt part 2, and further in the treating system, waste washing fluid containing mist recovered from inside the skirt part by evacuation and sucking is recovered, and after washing rubbish is separated and removed, it is recycled as washing fluid to the surface treating device.
