PROBLEM TO BE SOLVED: To construct a comprehensive knowledge base by fusing existing knowledge data collected from an expert with examples, and newly generating knowledge by learning. SOLUTION: An example retrieving means 11 reads example data stored in an example data base 3, extracts knowledge from rule type existing knowledge stored in a knowledge base 2, and retrieves how many examples which are made coincident with the extracted knowledge exist in the example data. A temporary example generation number calculating means 15 calculates the number of generation of temporary examples based on the existing knowledge from the result of the example retrieval, and a temporary example generating means 12 generates temporary examples. After this processing is executed to all the existing knowledge, the generated temporary examples are fused with the example data by a learning means 13 so that knowledge can be generated by learning based on the examples.
