SOLUTION: This traveling route generating device 1 is provided with a map reading means 10 for reading the map of a traveling area, person to be helped position inputting means 11 for inputting the position of a person waiting for traveling and a traveling person dispatch spot on a map, area dividing means 13 for dividing the map into blocks of prescribed width, traveling route setting means 15 for setting a traveling area so that a traveling distance to move when the traveling person dispatch spot is made a start point and an end point can be the minimum, care time calculating means 14 for calculating a total contact time between the traveling person and the person waiting for traveling, traveling area evaluating means 19 for judging whether or not the total of the care time and the moving time is within an actual activating time applied to the traveling person, and changing the traveling area by adding or deleting the block when it is beyond the time, and schedule preparing and changing means 16 for preparing and changing the schedule.
