Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a management system capable of easily managing the addition/deletion/compilation of a topographical element without preparing a linking related information while reducing data quantity. SOLUTION: A file 1 is set to be a file in which real position data for respective topological elements and plotter data are grouped. Three types of display mode flags for regulating display modes by individual topological elements are given to the data item. A management part 2 changes the display mode of the file 1 in accordance with the addition/deletion/editing of a topology and outputs true position data or plotter data or the topology of both data in accordance with the display mode.
