Zusammenfassung:PROBLEM TO BE SOLVED: To provide a process comprising melting and heat-decomposing waste plastics containing a polyvinyl chloride resin and separating the chlorine from the polyvinyl chloride resin as hydrogen chloride, whereby the decomposition gas containing hydrogen chloride remaining in the molten plastic being a viscous fluid can be extracted and removed at good efficiency. SOLUTION: In a process for treating waste chlorinated plastics such as a polyvinyl chloride resin by melting and heat-decomposing the plastics at 200 deg.C or above and separating the decomposition gas containing hydrogen chloride from the molten plastics, the molten plastics from which the chloride has been separated is solidified by cooling, and the solidified plastics are broken to separate the decomposition gas containing the hydrogen chloride entrapped in the plastics and to obtain a substantially chlorine-free plastic solid.
