SOLUTION: A lock bolt construction device and method comprises an anchoring material filling means 109 connected to a first anchoring material filling passage 106 to fill anchoring material into a borehole 103 and a means (vacuum device 111) connected to a second exhaust and anchoring material discharge passage 107 to put the second passage and the borehole into negative pressure. A post-filling lock bolt is set in the borehole 103 to fill the anchoring material from the anchoring material filling means 109 through a first passage 106 into the borehole 103. At this time, the second passage 107 and the borehole 103 are put into negative pressure by the vacuum device 111.
