Zusammenfassung:	PROBLEM TO BE SOLVED: To allow the ATM switch of a digital communication network to execute the scheduling algorithm of the class of a wide range for many different applications and purposes. SOLUTION: A waiting system is provided with a main waiting matrix 70 of a tag system with the ATM switch consisting of priority orders and a sub- waiting matrix 74 provided with an ATM cell, the transmission of which is not scheduled, and consisting of a virtual channel. A waiting deciding module 72 decides which waiting matrix the incoming ATM cell is arranged in. A rewaiting deciding module 78 is operated when an event which does not make individual virtual channel a block course. Thereby, the flow of a channel made a block or non-block is controlled.
