PROBLEM TO BE SOLVED: To precisely manage the operational control of a traveling object by receiving positional information transmitting period data and transmitting transmitting data from a converting means according to the positional information transmitting period data. SOLUTION: A monitoring center 2 transmits the positional information transmitting period data set for each track to a communication means 15 responding to positional information transmitting period request data transmitted by the communication means 15 of an on-board device 1. A micro processor 13A reading the positional information transmitting period data sets an inner timer based on the positional information transmitting period data. Then, if a track runs, a position measuring device 11 receives position measuring radio signal from a GPS artificial satellite, and computes the positional information, the directional information or the like of the track. The computed positional information is supplied to a modem 16 from the micro processor 13A at every constant interval of time according to timer signal, converted into the transmitting data and outputted to the communication means 15. The transmitting data is transmitted to the monitoring center 2 from the communication means 15.
