Zusammenfassung:PROBLEM TO BE SOLVED: To prevent the occurrence of slip between a feed roller and a winding material. SOLUTION: A winding material 21 which is wound from an original roll 22 passes guide rollers 30-1 to 30-5 and a feed roller 31 and is wound around a winding roller 34. Speed of the feed roller 31 which is driven by a DC motor 23t is controlled to attain a target value ω1 . Torque of the original roll 22 is controlled by a DC motor 23u and the original roll 22 is rotated. Torque of the DC motor 23u is controlled so that drive torque of the DC motor 23t which is obtained by a signal converter 38t coincides with target torque (torque obtained by adding acceleration and deceleration torque to mechanical loss torque) by a control target output device 29u. For this reason, torque Fi on an inlet side of the feed roller 31 becomes equal to torque Fo on an outlet side, and slip between the feed roller 31 and the winding material 21 does not occur.
