PROBLEM TO BE SOLVED: To fix film, a sheet or the like with simple structure without causing wrinkles and looseness by providing a 2nd frame with a developing and stretching part for developing and stretching the film, the sheet or the like stretched on a 1st frame while pressing it on the inside surface of a front part and forming notches at the front parts of four corners. SOLUTION: The 2nd frame 130 is provided with the developing and stretching part 140 having elasticity. The frame 130 is made to come closer and closer to the 1st frame 120 on which the film 110 is stretched, and the entire film 110 is developed and stretched while the film 110 is pressed by the curved surface part 145 of the part 140, then the frame 130 is fixed on the frame 120. Notched parts 137 are formed from the inside of the frame 130 toward the outside at the front parts 132 of the four corners of the frame 130. Thus, four sides of the frame 130 are finely moved, so that the film 110 is developed and stretched by nearly fixed developing and stretching force even when the film 110 is elongated and contracted due to temperature change.
