PROBLEM TO BE SOLVED: To ensure the parking space of an automobile while securing sufficient ventilation and natural lighting to a basement by utilizing a dry area installed at a place facing the basement. SOLUTION: A floor 3, on which an automobile 9 is placed and which can be lifted and lowered between a ground surface 7 and an underground section, is mounted on an underground dry area 2 set up while being faced to the basement 1 of a building. Expand metals are fitted onto the top faces of floor framings formed of steel sections as floor materials in the floor 3, and the floor 3 has sufficient strength capable of supporting the automobile 9 while ventilation in the vertical direction and the transmission of light are ensured. The floor 3 is hung and supported by wires from the top sections of supports 4, and lifted and lowered by winding up the wires.
