In the case that the media data are moving image data, the application(AP) servers 121 , 122 check a state of traffic. When the traffic is usual, the application(AP) servers 121 , 12.2 allow the video server 14 at the same point of the points 131 -13n as the client 15 of the request source to send the moving image data to the client 15 and transfers the moving image distribution processing to the video server 14 of the other point among the points 131 -13n when the traffic is in congestion.
