SOLUTION: A transfer device 100 supplies a transfer bias from a transfer charge applying means 6A via a charge granting means 8 to a transfer means 3 in contact with the outer periphery of an image carrier 1 to transfer a toner image on the image carrier to a recording material P and supplies a cleaning bias from a cleaning charge applying means 6B via a cleaning means 10A to the transfer means 3 in order to control the cleaning bias with a control means 17 depending on the presence, of a recording sheet at the position L of the toner image transferred from the image carrier 1 to the recording material P.
