Zusammenfassung:	PROBLEM TO BE SOLVED: To lock a running clutch lever in a storage position, when a lock lever is turned in the storage position and prevent a brake from being frozen with running impossible, by setting a storage position releasing the brake with a running clutch off between off/on positions of the running clutch lever. SOLUTION: A running clutch lever 43 is turnably supported to a fulcrum shaft, to be made on/off operable, in the sideward of this running clutch lever 43, a holding spring 83 is arranged, in one end of this holding spring 83, a recessed part 83a is formed, this recessed part 83a is protruded to an on-position in a turn locus of the running clutch lever 43 so as to retain it. Between on/off positions of the running clutch lever 43, a storage position releasing a brake with a running clutch off is set, also in a side part of a lever guide 5a of the running clutch lever 43, a lock lever 81 turnble to a side of this lever guide 5a is arranged, by turning this lock lever 81, the running clutch lever 43 is locked to a storage position releasing the brake.
