SOLUTION: This method for producing a fried buckwheat cake comprises wrapping an ingredient comprising cooked vegetables with a buckwheat cake skin produced from a cooked mixture of rice with buckwheat four, adhering tempura (deep batter fried food) flour to the wrapped product and subsequently frying the product. The buckwheat cake skin is produced by charging buckwheat flour into a cooker for some time before completely cooking rice, and subsequently completely cooking the mixture. The tempura flour is mixed with pulverized buckwheat leaves.
