Zusammenfassung:PROBLEM TO BE SOLVED: To suppress a undesirable influence due a severe offensive smell and toxicity on workers, an ecosystem of plants, etc., or a circumferential environment by permeating a diluted solution of chlorine dioxide to soil and applying microorganisms useful for soil to the soil. SOLUTION: A diluted solution of chlorine dioxide (A) (e.g. one obtained by dissolving 1,000mg of the component A in IL of water) excellent in fungicidal power in a wide pH range by strongly oxidizing power is permeated to soil and a microorganism (B) useful for soil is applied to the soil. To be concrete, for example, the diluted solution of the component A is applied to soil so as to show fungicidal action on the soil. The component A is consumed in the soil in about one week, then a carrier supporting the component B such as a bacterium group, an actinomyces group, a filamentous fungus, etc., is applied to the soil selectively or in steps depending upon a soil environment to produce a soil environment in which, after harmful microorganisms are eliminated by the component A, the component B properly exists and fixed disease damages are dealt with.
