SOLUTION: The outer periphery of a piping 1 is covered with a heat insulating material 2 for heat reserving which consists of a poly-isocyanurate foam, a phenol foam, or a polyimide foam, and the outer periphery of a heat insulating device glass wool is filled in its joint part is wound by a heat-resisting film 7 of a gas impermeable property, and after the outer periphery of the heat- resisting film 7 is covered with a hard polyurethane foam 9 forming a damp- proofing material 8 on the surface as a cold insulating material, a sheathing material 14 is used to cover.
