Zusammenfassung:PROBLEM TO BE SOLVED: To provide a device and method by which the adhesion of scum of the emulsion coolant of rolling oil is evaluated simply and exactly without actually executing cold rolling with an actual rolling mill. SOLUTION: A pair of rolling rolls 1, 1' for rolling a material 7 to be rolled, coolant storage tank 2 for storing the emulsion coolant of rolling oil and feed pump 3 for supplying the emulsion coolant of rolling oil from the coolant storage tank 2 to the contact positions of the rolling rolls 1, 1' with the material 7 to be rolled are provided and, by bringing the coolant after being supplied to the contact positions into contact with a test piece 6, the scum included in the coolant is made to adhere to the test piece 6.
