Zusammenfassung:	PROBLEM TO BE SOLVED: To stabilize harmful materials, such as heavy metals included in the incineration ashes, such as industrial waste incineration ashes by injecting a harmful material treating material to the incineration ashes when the incineration ashes delivered from the water tank of a wet process cooler pass a slope. SOLUTION: The cooling wafer (w) is housed into a water tank 1 and the incineration ashes are charged into the water tank 1 by an ash chuter 2. The incineration ashes (a) charged into the cooling water (w) in the water tank 1 are delivered out of the water tank 1 by a ash delivering means 3 and the incineration ashes (a) after cooling delivered out of the water tank 1 are accepted in an ash bit 4. The delivery port 5 of the incineration ashes (a) from the water tank 1 to the ash pit 4 is provided with the slope 6 and the harmful material treating material is injected from a chemical injection nozzle 7 toward the incineration ashes (a) which are delivered out of the water tank 1 and pass on the slope 6. While the incineration ashes (a) fall in the process of passing the slope 6, the incineration ashes spread and the medicine is injected from the chemical injection nozzle 7 to the thinly spread incineration ashes (a).
