When fluid is blown up from the lower part, the blade members 18 are rotated in the upper direction till the free end parts collide against an upper collar part 214. Thus, when fluid flows continuously and alternately from the upper and lower directions, the blade members 18 are rotated in the vertical direction, driving force is generated in the blade members 18 by any direction and the blade members 18 are rotated in a fixed direction with a rotary shaft 14 as a center and power is generated by a generator 28.
