Zusammenfassung:PROBLEM TO BE SOLVED: To obtain the subject regulator capable of suppressing spindle growth of seedling in a period of raising of seedling, raising long-term storage stability of seedling, efficiently controlling raising of seedling and consequently improving productivity of agricultural products, by using a specific strain. SOLUTION: A culture solution obtained by culturing (A) Pseudomonas fluorescens FPT-9601 strain which is a bacterium living in a plant or (B) Pseudomonas sp. FPH strain, a dried cell obtained by drying the culture solution or a material obtained by immobilizing a cultured cell after the culture is fixed to a carrier (e.g. vermiculite) or a material obtained by immobilizing the cultured cell is fixed to an agricultural material such as culture soil for raising of seedling obtained by mixing vermiculite or peat moth with disintegrated soil or leaf mold and is used as a plant growth regulator. The concentration of the cells is 10 cfu/g. The proliferated cells are obtained by allowing the components A and B to stand in a liquid medium containing 0.8 g/L potato essence and 4 g/L glucose at 25 deg.C for weeks.
