PROBLEM TO BE SOLVED: To obtain the device and method for controlling programmable control units which can easily change and set specifications and measurement conditions of the programmable control unit that are arranged in a control board or control device and have different functional purposes without using a program loader. SOLUTION: The programmable control units 2A, 2B, 2C... arranged in the control board or controller 1 are provided internally with 1st CPUs 7A, 7B, 7C..., storage means 8A, 8B, 8C... such as RAMs and ROMs, and 1st connecting means 3A, 3B, 3C...; and a display device 10 having an external 2nd CPU 10d and a 2nd connecting means 3P capable of serial communication is connected to the 1st connecting means of the control units 2A, 2B, 2C... and specifications are changed interactively on the basis of programmable logic for specification variation stored in this display device 10, and the storage means 8A, 8B, 8C... of the control units 2A, 2B, 2C...
