Zusammenfassung:PROBLEM TO BE SOLVED: To prevent ice from unbalancedly existing in a heat storage tank, and also, reduce the consumption electricity by a method wherein third flow rate regulating valves are connected to heating tubes to control the valve travel of the flow rate regulating valves, and the flow rates of a refrigerant which flows in the heating tubes are controlled in a manner to become the same for each heating tube. SOLUTION: One side ends of heating tubes 10a-10d which constitute a heat- storage type heat-exchanger 9 are connected to first restricting devices 17a-17d, and after connecting to branch pipes 18a, 18b, are connected to third to third flow rate regulating valves 11a, 11b. Then, the other ends of the valves 11a, 11b are connected to a portion between a first flow rate regulating valve 4 and a first opening/closing valve 7. Also, temperature sensors 14a, 14b for a refrigerant pipe which is arranged between the connected parts of a second opening/closing valve 12 and a third opening/closing valve 13, an operation device 15, and driving devices 16a, 16b of the third flow rate regulating valves 11a, 11b are electrically connected, and by controlling the travel of the valves 11a, 11b, the flow rates of the refrigerant in the heating tubes 10a-10d are controlled in a manner to become the same.
