A central control processor 14 analyzes device states, based on test result reports from the respective communication control processors 11. Thus, the transmission path states of the exchange switch 13 and the bus controller 12 are synthetically recognized so that the failure of the bus controller 12 is correctly judged so as to suppress the change-over operation of the exchange switch as mucn as possible.
